What “fully funded” means here
We call a program fully funded only when its official pages state tuition coverage and a stipend for admitted students, for the normal length of the program, either guaranteed or subject to published conditions. Scholarships for some students, tuition waivers without a stipend, and production grants are shown on program pages but do not qualify.
